The Syrian Diplomatic Institute, affiliated with the Ministry of Foreign Affairs and Expatriates, signed a memorandum of understanding and cooperation with the Prince Saud Al-Faisal Institute for Diplomatic Studies in Saudi Arabia.

According to a statement published by the Syrian Foreign Ministry on its Facebook page on Sunday, September 14, the agreement aims to enhance scientific and diplomatic cooperation between Arab academic institutions.

The memorandum stipulates the exchange of specialized expertise and the use of shared experiences in curriculum development and diplomatic studies, with the goal of supporting training programs and preparing cadres capable of meeting the challenges of diplomatic work.

The ministry said this step seeks to “strengthen academic and diplomatic ties and promote partnership to develop Arab diplomatic thought and its role at the regional and international levels.”

The agreement was signed on the Syrian side by the director of the Diplomatic Institute, Fidaa al-Jundi, and on the Saudi side by the director-general of the institute, Mushabbib bin Ayed al-Qahtani.

It was created under Legislative Decree No. 20 of 2016, later amended by Decree No. 3 of 2019, which granted the institute the characteristics of modern administrative organizations.

Established in 1979, the Prince Saud Al-Faisal Institute for Diplomatic Studies trains members of the Saudi Foreign Ministry and other government agencies involved in diplomatic work, equipping them with scientific, technical, practical, and cultural expertise to represent Saudi Arabia at a high level.

Syrian–Saudi rapprochement

Since the fall of Bashar al-Assad’s regime, Syrian–Saudi relations have seen noticeable progress, particularly in political and economic fields, through economic agreements and investment projects.

On September 9, 2024, Saudi Arabia announced the reopening of its embassy in Damascus at its official headquarters.

Abdullah al-horyes chargé d’affaires of the Saudi embassy, said the Kingdom had officially resumed its diplomatic work in Syria, according to the state-run Syrian Arab News Agency (SANA).

This move followed the March 2023 decision by Saudi Arabia to restore ties with the former Syrian regime after more than a decade of severed relations, a break caused by Damascus’ violent response to the Syrian uprising in 2011.

On May 26, 2024, Saudi Arabia appointed Faisal bin Saud al-Majfel as ambassador in Damascus, the first such appointment since 2012.
