ROCHESTER, N.Y. – A video recorded on Friday captured a confrontation between police and people on Locust Street after officers responded to a crash involving a mini-bike. News10NBC’s Chief Investigative Reporter, Berkeley Brean, followed up from the Public Safety Building.

Rochester Police Department officials emphasized the importance of not interfering with police during arrests.

“If you touch our officers, you’re going to get arrested too,” said Capt. Greg Bello of the RPD.

The incident began when RPD was called to Locust Street after a person riding a mini-bike was hit by a car. An officer attempted to seize the bike, which is illegal, and the video shows people trying to stop him.

“It’s an unregistered vehicle. Yeah. Let go. Let go or you’re going to get arrested,” an officer said in the video.

RPD has seized 84 illegal bikes this year, officials said.

“When you have an entire street rile up against the officers because we’re trying to do what our community has asked us to do, it’s frustrating,” said Bello.

The video also captured a person asking for officers’ names and badge numbers.

“Name and badge number. What’s your name and badge number?” a woman said. An officer responded, “363, Sterling. Back up!”

In another recording, a woman claimed she was pushed into a car. The video showed police attempting to arrest a young man, and a man in a hoodie was pushed away, put into a headlock, and taken to the ground. A young woman then approached the arrest.

“He’s not even resisting, though. He’s not even resisting,” a voice said in the video. An officer responded, “Back up. Back up.”

Brean reported that the RPD has not been allowed to publish the body camera video from the scene due to union rules, but reporters were shown the footage at the Public Safety Building.

The police video showed the same 18-year-old pacing around officers, being held back by an adult, and then running towards an officer.

“One kid, out of nowhere, just charges at the officers. I don’t know if he’s just trying to assault them or what he’s trying to do, but he just charges at the officers, angry to attack them,” said Bello.

The mother of the young man said he is autistic and has seizures. Bello said the review will depend on what the officers knew and how it relates to their actions, but officers will still defend themselves.

The 18-year-old was charged with menacing and resisting arrest, while a 24-year-old was charged with obstructing police and resisting arrest. Both received tickets to appear in city court later this month.

Police said a 20-year-old on the illegal mini-bike t-boned a car on Locust Street and was hospitalized with leg injuries. It is unclear if he was charged in the crash or for riding an illegal bike.
