ROCHESTER, N.Y. — Three incumbents and two challengers are pulling ahead in the primary to fill five seats in Rochester City Council.

In total, 15 candidates are seeking to become a Democratic nominee. Historically, whoever gets the Democratic nomination wins the November election. The seats are for City Council at-large, meaning all city residents registered as Democrats can vote, rather than only certain districts.
