The Chancellor has vowed not to break her fiscal rules which rule out borrowing to fund day-to-day spending as she insisted “we’re not going to be doing tax raising”.
“We will not be doing that in the Spring Statement next week.”

The Civil Service will be ordered to cut more than £2bn from its annual budget by the end of the decade as part of the Government’s spending review.
Cuts are expected to spending on sectors such as human resources, policy advice, communications and office management.
The FDA union, which represents senior and middle management civil servants, has said the Government needs to be honest about how the move will “impact it will have on public services”.
