Rachel Reeves has ruled out raising taxes in the Spring Statement but will tell the civil service to make cuts of more than £2bn a year from its budget.

The Chancellor has vowed not to break her fiscal rules which rule out borrowing to fund day-to-day spending as she insisted “we’re not going to be doing tax raising”.

She told The Sun on Sunday: “We did have to put up some taxes on businesses and the wealthiest in the country in the Budget,” she said of the Autumn Budget last year.

“We will not be doing that in the Spring Statement next week.”

The Cabinet Office will tell departments to first cut their administrative budgets by 10 per cent by 2028-29 to save £1.5bn a year, and then 15 per cent, which is expected to save £2.2bn a year by 2029-30.

The Civil Service will be ordered to cut more than £2bn from its annual budget by the end of the decade as part of the Government’s spending review.

Civil Service departments will be instructed to reduce running costs by 10 per cent by 2028-29 and then 15 per cent the following year – a target that would save £2.2bn annually.

Cuts are expected to spending on sectors such as human resources, policy advice, communications and office management.

The FDA union, which represents senior and middle management civil servants, has said the Government needs to be honest about how the move will “impact it will have on public services”.
