The police department’s VICE Unit, along with Southeastern Division officers, were conducting an undercover counter-prostitution operation late Thursday when they witnessed a vehicle drop off a female in the 3500 block of Dalbergia Street. The detective initially believed the young woman to be a minor “in the area for the specific purposes of prostitution,” the department said in a news release.
