Child sex offender arrested at trick-or-treating event in far south suburb

A child sex offender was arrested after he attended a trick-or-treating event held by a church this week in Kankakee County, Illinois State Police said.

Mitchel R. DeYoung, a 52-year-old man from St. Anne, Illinois, was arrested on Oct. 28 by ISP officers at a trunk-or-treat event held at a church in his hometown.

He’s facing several charges, including eight counts of failure to register as a child sex offender, one count of child sex offender in a school zone, and one count of child sex offender participation in a holiday event.

“Registered sex offenders are prohibited from passing out candy on Halloween. They may not appear in a Halloween costume or other child-centered holiday character, such as Santa or the Easter Bunny, in public,” ISP said.

DeYoung is being held at the Kankakee County Jail pending his first appearance in court.

Police also encouraged parents to check for registered sex offenders in their area on the registry available on the ISP website.

“When trick-or-treating, children should be supervised by a trusted adult and should never enter strangers’ homes or vehicles. ISP urges trick-or-treaters to travel in well-lit areas and in groups,” ISP said.
