ROCHESTER, N.Y. — More than 50 residents from Waterview Heights Rehabilitation and Nursing Center have been moved to Lilac Manor Rehabilitation and Nursing Center, a one-star facility, following the closure of Waterview.

Family members said they had little choice in the matter and hoped their loved ones would be moved to a facility with a higher rating from the Centers for Medicare and Medicaid. However, the star rating does not tell the entire story, and experts have encouraged families to visit facilities and read the most recent inspection reports.
Family members complained that at Lilac Manor, they could not do that. The last available Department of Health certification survey for public view was done more than two years ago, on June 6, 2024.

DOH inspections
The Department of Health is supposed to inspect nursing homes every nine to 15 months, but it took more than two years for Lilac Manor. The most recent inspection, completed in August, is still not available for the public to view on the Department of Health website.
Elder advocates have long complained that Department of Health oversight of nursing homes is insufficient.
“They also are to enforce the laws and regulations—federal laws and regulations and New York state laws and regulations. And they are not doing a good job of that,” advocates said.
Last investigation at Lilac Manor
According to public records, the last complaint inspectors investigated at Lilac Manor was in May concerning a mouse infestation. Inspectors found droppings “in the fifth floor dining room” and “in the basement,” and one resident stated “they had seen a mouse in their room the night before,” records showed.
Leaders at Lilac Manor said they have rectified the problem by hiring a new pest control company that visits weekly rather than monthly.
DOH response
A Department of Health spokesman wrote, “While the recertification surveys cited are overdue, recertification surveys are only one component of the department’s oversight of nursing homes. The department also conducts complaint and incident investigations, including onsite investigations, throughout the year.”
News10NBC has still not gotten a copy of the recertification inspection completed in August.
Lilac Manor leaders have encouraged families to visit the facility and bring any concerns to an administrator.
