ROCHESTER, N.Y. — Rochester leaders are considering a complete overhaul of the city’s zoning laws for the first time since 2003.

News10NBC spoke with City Councilmember Bridget Monroe and a local resident about how the proposed changes could affect neighborhoods. The draft Zoning Realignment Project, available on the city’s website, shows that while some zone names may change, many areas will remain similar to the current map.

Impacting neighborhoods

“Just like the 2003 zoning code, we’re trying to keep up with the latest, greatest things in zoning and, and continue to make Rochester a place for commercial development, and a place where people want to live and raise their families,” Monroe said. “Zoning has a huge impact on your everyday life. It determines what we have happening on our streets. It determines who your neighbors can be.”

Monroe hopes the redistricting will help the entire city, especially her own Northwest District.

“We have manufacturing and industry [in the Northwest District]. We have, hopefully, more tourism up at the port. We did welcome that one cruise ship, Great Lakes Cruise Ship. And we want to be able to see more of that…And we want to and continue doing housing,” Monroe said.

One example is the corridor along Dewey Avenue near Ridgeway Avenue, which is currently mostly zoned for commercial use. In the new draft, it would become mixed use, allowing residential, commercial and light industrial development. But some neighbors believe there are still issues to resolve.

“Well, I think there’s been a lot of work by lots of neighborhoods, by the zoning staff, the city. So there’s been a lot of input kind of coordinating also with the 2034 plan. But I think there’s a lot of holes still to be really worked out by city council and neighbors,” Judy Hay said.

Monroe also said that if a zone changes where a business exists, it does not mean that business will be forced to close.

Future ZAP meetings

City Council plans to vote on the plan as soon as November.
