ROCHESTER, N.Y. — A practicing attorney in Rochester is facing federal charges after being accused of trying to bring contraband to prisoners in an Ohio prison.
Ivy Collins-Harris is charged with attempting to provide contraband in prison.
According to court documents, on Sept. 22, Collins-Harris went through security and checked in at the Northeast Ohio Correctional Institution (NEOCC) in Mahoning County.
During the security checkpoint, court documents say a corrections officer found two vacuum-sealed packages of tobacco inside a brown accordion-style folder Collins-Harris had brought with her.
The corrections officer contacted an investigator, who also found marijuana in the folder and more tobacco in Collins-Harris’ purse, court documents say.
The investigator inspected two laptops Collins-Harris was trying to bring in. According to the court documents, the investigator found the internal components had been removed, and inside were eight concealed cellphones with multiple chargers.
After a search of Collins-Harris’ car and property, investigators seized about 57 grams of suspected marijuana, about 1,090 grams of tobacco, eight Apple iPhones, and multiple chargers in total.
The documents say Collins-Harris identified herself at the security checkpoint as an attorney representing two inmates at NEOCC. However, the case management system shows Collins-Harris is not an attorney of record for either of them in their federal proceedings.

According to court documents, NEOCC is a secure facility used to house federal inmates during their federal court process. People are held in custody there by direction of, or pursuant to a contract or agreement with the United States Attorney General.
As a secure facility, and pursuant to its agreement with the AG and federal law, things such as tobacco, cellphones, cellphone chargers, and marijuana are prohibited and considered contraband.
Documents say marijuana is also considered a controlled substance.
