The Prime Minister explained that the world does not need superficial multilateralism that merely gathers nations for discussions: rather it requires a system in which every state has a voice and all peoples can enjoy a fair share of decisions, opportunities, and resources.
He noted the declining confidence in the efficacy of collective action and the multilateral system, emphasizing the urgent need to restore adherence to international law and to avoid policies of polarization and double standards.
Restoring trust requires three interconnected pillars: fairness in representation and decision-making, fairness in the application of the law, and fairness in the distribution of opportunities for development and transformation.
This vision does not aim to rebuild the global system from scratch, but rather to fulfill its original promises and objectives, he emphasized.
Regional issues
Madbouly presented Egypt’s comprehensive vision regarding various regional and international issues, emphasizing that Palestine’s turmoil stands as the most prominent testament to the flaws within the international system and its credibility.
The Palestinian people must not be allowed to become a normalized reality, he stressed.
Madbouly called for consolidating the ceasefire in the Gaza Strip, halting violations, ensuring the sustainable delivery of humanitarian aid, and empowering the National Committee for the Management of Gaza.
He said that these steps are intended to pave the way for reconstruction and a transition to a serious political process that addresses the root causes of the conflict and leads to the establishment of an independent Palestinian state based on the June 4, 1967 borders, with East Jerusalem as its capital.
Madbouly reiterated Egypt’s categorical rejection of any attempts to displace Palestinians from their land.
He further declared Egypt’s rejection of the fragmentation of regional states or the creation of entities parallel to their national institutions, warning that support for armed groups and the undermining of state sovereignty fuel civil conflicts and threaten regional security as well as international navigation.
Comprehensive reform
The Prime Minister called for a comprehensive reform of the UN Security Council and the international financial system to ensure equitable representation and decision-making, and better support the emerging economies of the Global South without imposing additional burdens.
Madbouly emphasized the inextricable link between climate action, development, and poverty eradication.
On the topic of technology and military affairs, he stressed the importance of formulating comprehensive frameworks for artificial intelligence governance to protect privacy.
He reiterated Egypt’s rejection of arms races and its commitment to a disarmament regime free from double standards, noting that reforming the international system is closely tied to resolving the region’s crises.
