ROCHESTER, N.Y. — Rochester City Council has delayed its vote on whether to approve the plan to reopen Peace Village, which was the only city-sanctioned homeless encampment.
City council was expected to vote on Tuesday over a plan to use $1.15 million from the opioid compensation fund for the encampment. However, the vote has been postponed until a special meeting on Oct. 6.
The legislation would authorize an agreement with City Roots Community Land Trust Inc. to operate at Peace Village. If it passes, it would reopen 19 shelters on Industrial Street off West Broad Street. There would also be funding for an on-site case management team to connect people with physical and mental health resources. The team would also help people with securing permanent housing. The encampment would only serve people 18 and older.
The funding would be used for staffing, operations, and safety at the encampment through the 2026-2027 fiscal year. New York State has provided both the city and Monroe County with money for programs related to addiction recovery after it secured over $3 billion in a settlement with opioid manufacturers.

Some city council members support a “no barrier” model for Peace Village, meaning no armed security, no personal information shared with police, and overdose-prevention services available for residents.
Council members have also proposed to allow people with tents to live there, and they want a future-facing funding plan to keep Peace Village running beyond the current city budget. These are all ideas from council members Mary Lupien, Stanley Martin, and Kim Smith.
