ROCHESTER, N.Y. — News10NBC is continuing to investigate fraudulent COVID loans hitting victims across the country. The federal government sent these loans to collections this year, and now victims are getting demand letters.
Good news, bad news
Chief Investigative Reporter Berkeley Brean has helped every single person who has appeared in his COVID loan stories get the problem fixed. However, new victims keep emerging.
“Somebody made out with money in our name and it’s very frustrating,” Jen Zoller of Fairport said.
Zoller has the same problem News10NBC has exposed in previous investigations. Days after Brean’s August story on the fraudulent COVID PPP loan with Tim Thompson’s name, the Small Business Administration accepted that his ID was stolen. The SBA recalled his name from collections.
“Yeah, it feels great,” Thompson said.
Dr. Paul Carpenter was also a victim. Days after his story aired, the SBA told him it now believes his identity was stolen.“Thank you for your help,” Carpenter emailed us. “Greatly appreciated.”
Donna Zimmerman’s name was on two fraud COVID loans — double loans with double late fees. After she talked to Brean, the SBA resolved her case.
“I reached out to the number you gave me and now it’s claimed fraudulent,” Zimmerman said.
562,000 suspected fraud loans to collections
The U.S. Small Business Administration transferred 562,000 suspected fraudulent COVID loans to the U.S. Treasury in May.The U.S. Treasury sent sent those COVID loans to collections in June. For Zoller, someone in Florida used her family’s name for a loan. The demand letter says she owes the Small Business Administration more than $20,000.
“And they charged an extra $4,304 for administrative costs,” Zoller said.
“Wow,” Brean said.

The problem is all over the country. Rusty Baldwin watched News10NBC’s investigations from Dayton, Ohio. His son, who has autism, fell victim to a romance fraud where the bad actors got his information, applied for a COVID PPP loan and convinced him to switch the cash into bitcoin and send it to them. The police report says it was $20,833. The collection letters started coming this summer.
“So he is a victim of fraud but we can’t get the Small Business Administration to accept that,” Baldwin said.
The SBA says Ryan got the money, so he’s liable. They told his father, “We will never change our answer,” Baldwin said.
Baldwin filed complaints with the SBA, Federal Trade Commission and his member of Congress.
There is no accurate count on how many victims there are.
