The ministry said the establishments included sole proprietorships, general service offices and businesses offering services through websites and electronic applications. They were found to be providing recruitment or labor services without a license, either directly or indirectly, in violation of regulations governing the sector. The ministry confirmed that legal action and prescribed penalties have been imposed. Monitoring is conducted through field inspections and electronic surveillance of advertisements and services offered through applications, digital platforms and social media. The ministry also investigates reports and verifies service providers and the scope of their licenses. Providing recruitment or labor services without a license is considered a serious violation, carrying a fine of SR200,000 for a first offense, SR220,000 for a second and SR250,000 for a third. The ministry said Musaned, the unified recruitment platform, allows beneficiaries to recruit domestic support workers, transfer their services, view workers’ CVs and licensed recruitment providers, and make payments through approved electronic channels. Linking payments to documented contracts and applications enhances transparency, protects contractual rights and reduces dealings with unauthorized intermediaries.
