The World Anti-Doping Agency (WADA) released its 2025 annual report on Aug. 10, revealing a steady increase in samples taken while percentage of positive tests has remained steady. The rest of the report covered the Agency’s initiatives, statistics, and financial statements for 2025.
Within the information, WADA summarized both its 2023 and 2024 Testing Figures Report. From 2022 to 2023, there was a 12.5% increase in the number of samples analyzed and reported, and a further 3.2% increase from 2023 to 2024. In total, 288,865 tests were conducted in 2023 and 297,965 tests in 2024. Out of these samples, the total percentage of Adverse Analytical Findings (AAF), which are considered positive test results, held relatively steady. 2022 had a percentage of 0.77%, increasing slightly in 2023 with 0.80%, and returning back to 0.78% in 2024. As WADA continues to increase samples taken, the percentage of positive tests found continues to stay in a similar position. The graph below illustrates the relationship between the total number of samples analyzed and AAFs from 2018 through 2024.
In the process of updating the document, WADA and its Athlete Council also launched an Athlete-Centered Consultation. The aim of the consultation was to “encourage and target athlete involvement in the update process” (WADA). The group included over 600 athlete/athlete commissions from more than 60 countries and 70+ sports/sport disciplines.
A win for WADA came out of compliance audits. A noticeable shift was seen as the average number of non-conformities per audit decreased from 25.5 in 2024 to 20 in 2025. These numbers came from nine compliance audits conducted over the year 2025. Out of the non-conformities that were found, the number of critical (9%) and high-priority (22%) non-conformities also saw a decrease from 2024 numbers. Non-conformities occur when an anti-doping agency or government fails to comply with World Anti-Doping Code or International Standards. These non-conformities can range from poor sample collection to not allocating enough resources to anti-doping education.
Within the compliance audits, WADA also noticed a larger issue with testing. The testing non-conformities accounted for 45% of the findings, marking an 11% increase from the year prior. Twenty-three percent of these non-conformities were critical, while the other 22% were high priority. These numbers suggest an increased struggle with testing and an important matter for WADA to consider as they move forward in their plans.
Another issue that emerged in 2025 came from financial statistics. While WADA ended 2025 with $49.8 million in total income, this put the Agency $8.3 million below budget. A majority of the income contributed came from governments and the International Olympic Committee, which put in $44.7 million. However two governments stood out for their lack of contribution. The United States failed to provide its $3.8 million contribution for 2025, and Russia similarly had $3.9 million in delayed contributions from 2023-25. In spite of the revenue shortfalls, WADA was still able to end the year with a $1.2 million net surplus, meaning an improvement from ending 2024 in a deficit.
Additional Report Findings
Success was marked in the report through several aspects. Specifically, WADA’s Intelligence and Investigations network saw significant growth. The network was able to support more than 250 operations and aided in disabling 88 illicit laboratories. Through this, over 90 tons of performance-enhancing drugs were seized. WADA estimated this number accounts for around 1.8 billion doses of these drugs kept off the market. These operations further demonstrate WADA’s movement from predominantly traditional athlete drug testing to investigations and prevention efforts.
Notably from the report was the successful adoption of the 2027 World Anti-Doping Code and International Standards. After the Agency’s Foundation Board and Executive Committee approved it at its World Conference in Busan, South Korea, WADA published the 2027 Code and Standards. The Code will be enforced starting Jan. 1, 2027.
