3-solar power plants that were developed with backing from UAE entities have been inaugurated in Comoros. The green energy project was financed by the Abu Dhabi Fund for Development (ADFD), implemented by Abu Dhabi Future Energy Company – Masdar, and managed by Global South Utilities (GSU).
The project was inaugurated by Azali Assoumani, President of the Union of the Comoros, in the presence of senior officials from the UAE and Comoros. The launch is said to represent a step forward in strengthening the country’s energy mix and reducing its dependence on imported diesel.
Financed by ADFD at approximately US $22.98mn, the project includes 3-solar photovoltaic plants with a combined installed capacity of about 20MW. The facilities comprise 12.86MW on Grande Comore, 4.05MW on Anjouan and 3.1MW on Mohéli. The development also includes Battery Energy Storage Systems (BESS) with a combined capacity of 16MWh and an 8MW power output across Grande Comore and Anjouan.
Around 30km of 20KV medium-voltage overhead transmission lines have also been installed, the statement confirmed.
Technical studies indicate that the facilities will generate approximately 33.75GWh of clean electricity annually, enough to meet the needs of around 17,500 households. The project is expected to avoid approximately 20,900t of carbon dioxide emissions each year.

Mohammed Al Suwaidi, Director General of ADFD explained that the project would help reduce Comoros’ exposure to imported fuel costs and volatility, while improving electricity reliability and supporting local capabilities, employment and economic resilience.

The project comes as Comoros faces significant electricity challenges. Imported diesel accounted for 91% of the country’s energy mix in 2024, while electricity demand reached 254 GWh against actual generation of only 150 GWh. The country recorded around 3,000 power outages during the year, the statement noted.
The new solar facilities are expected to provide electricity equivalent to 13.3% of total demand and 22.5% of actual generation, helping diversify the power mix, reduce fuel dependence and improve system reliability, it concluded.
