WEBSTER, N.Y. — News10NBC Investigates is looking into a auto insurance scheme called “garaging” that may be affecting local homeowners.
What is “garaging?”
Garaging happens when people try to insure a car at a different address to get a lower rate.And that is what is suspected after a Progressive Insurance policy letter arrived at the home of Kristi and John Stever. The letter used their address but was name was Norbelto Colon de la Rosa.
“Ever heard of him before?” Brean asked.
“No,” Kristi Stever said.

The first policy letter arrived at the Stever home addressed to de la Rosa in March.
“We’ve been here for more than 31 years and we’ve never seen that name attached to the previous owners either,” Kristi Stever said.
“Why they’re doing it, I don’t know,” John Stever said. “But it worries us because it could come back to us because of our address.”
The East Bronx
The only Norbelto Colon de la Rosa News10NBC could find in the entire state of New York lives in an apartment tower in the East Bronx. There’s no phone number listed and no profile on social media — just an insurance policy tied to the Stever home.And the Monroe County Clerk’s database shows the de la Rosa name has never been associated with the Stever’s Webster address.
The first letter in March felt like a mistake. But then came a second, third and fourth letter. All of them arrived in August.
Garaging or rate evasion usually involves a car owner in a dense area with lots of accidents, vandalism or theft and a quiet neighborhood like the Stevers’ neighborhood in Webster. If someone had a car in the East Bronx and insured it in Webster, they would save almost $4,000 a year.
Letter shows policy “reinstated”
The Stevers opened the first letter by mistake because Progressive insures their boat. They haven’t opened the others, but when they shine one letter with a flashlight it shows Progressive “reinstated” the policy in August.
“We’re very concerned. It causes us stress because we’re not sure what’s happening,” Kristi Stever said. “Is he trying to take our home? What if he gets in an accident? How does that affect us?”
Kristi Stever said when she called Progressive to cancel the policy linked to her home, she was told that the person who did it presented ID that listed her address.
News10NBC contacted Progressive on Friday and again Monday. The company said it’s investigating the matter.
