School starts next week and RCSD still hasn’t provided any updates on a new payroll system

ROCHESTER, N.Y. — The Rochester City School District has not announced any updates to its payroll system, despite a district leader saying there would be an announcement back in July.

This comes one week before the start of the new school year and more than a year after massive payroll issues with Oracle. At its peak, the school district reported nearly 1,800 claims of missed paychecks.

News10NBC’s Tom Kowalski spoke with union leaders about the lack of updates. According to a district representative, there are no official announcements regarding any new payroll system, even with the school year starting next week.

Adam Urbanski, President from the Rochester Teachers Association, says they remain skeptical of the district heading into the new school year.

“We would like to see the first, second, third and fourth payroll go without any and any problems,” Urbanski said.

Urbanski, president of the Rochester Teachers Association, says he and many other teachers at the Rochester City School District will keep a close eye on the payroll system after last year’s Oracle transition caused many teachers to miss paychecks.

“We expect that we won’t have the same serious problems that we’ve had all last year, but we’re not sure,” continued Urbanski.

This all comes a month after the district’s Chief Financial Officer, Robert McDow, said during a July 30 school board meeting that a decision on a new payroll platform announcement would be coming shortly.

“In regards to exploring other [payroll] platforms, we conducted interviews this month. We will be looking to, narrow down that group, to, a certain select few. And those decisions will be coming in next week or so,” McDow said a month ago.

At no point between then and now did the district tell News10NBC that it was going against its stated plan. When Kowalski reached out to RCSD, a spokesperson told him there’s nothing new to share.

“To the best of our knowledge they are sticking with Oracle,” said Urbanski.

Urbanski says the superintendent kept reassuring them that he’s going to open up for bids and proposals from alternative vendors who wouldn’t have the problems that Oracle had.

“Every single teacher in the Rochester City School District will tell you the same thing. This district is not known for either effective communication or transparency,” Urbanski said.

The first day of the school year begins next Tuesday, Sept. 8. Urbanski says some teachers will be going back to work as soon as tomorrow to get ready for school.
