After Russia’s ban by the International Olympic Committee (IOC) was lifted back in July, the World Anti-Doping Agency (WADA) has announced that the independent testing of Russian athletes ahead of the Los Angeles Olympics in 2028 will be intensified, with their samples being tested outside the country.
According to a report from Inside the Games, this decision “reflects the mistrust that has persisted since a state-backed doping system was uncovered in connection with Sochi 2014mistrust that has persisted since a state-backed doping system was uncovered in connection with Sochi 2014.” The situation carries even more weight given that the IOC provisionally lifted the Russian Olympic Committee’s suspension last month.
WADA‘s Director General, Olivier Niggli, said they will be very observant, as other athletes will want reassurance from WADA.
“We’re not naive; we’re going to be vigilant because other athletes will be looking for reassurance,” Niggli said in the report from Inside the Games.
This new framework will include additional tests for Russian athletes likely to qualify for the Olympic team, in line with the IOC’s request. Under the Olympic Body’s decision, “those returning to international competition will have to be tested several times before their return”
This also removes Russia’s anti-doping system’s direct control over the process, as all distribution plans, results management, and risk assessments must be handed over to the International Testing Agency. According to the report from Inside the Games, if the Russian Anti-Doping Agency (RUSADA) remains non-compliant in 2028, the IOC “will task that body with ensuring independent testing for every qualified Russian athlete.”
With no WADA-recognized lab in Russia, all samples will be forced to be analyzed abroad. Niggli said there would be no more “internal cooking” as there was in 2014.
“We have no concrete evidence that would raise a red flag. They can no longer do their internal cooking the way they did in Sochi. At the moment, that’s not possible.”
WADA President Witold Banka said that it was “impossible” to reinstate Russia’s national anti-doping lab due to the ongoing conflict with Ukraine, according to an AFP report.
“Because of the political situation and the war, it was impossible to do it.”
Banka also mentioned that WADA wants to implement “stronger independent rules” under which only independent bodies can test athletes. He also added that there is “no threat” to the 2028 Olympic Games in Los Angeles.
“We want to implement stronger rules, stronger independent rules, that only independent testing bodies can test athletes, without involvement of the national anti-doping agency of a particular country,” Bank said in the report from AFP. “There is no threat for the Olympic Games, that this situation will affect the Olympic Games in LA from the anti-doping perspective. We have a very good relationship with the LA 2028 organizing committee… There is no room for politics and politicization of anti-doping.”
