New UA micromobility policy aims to increase student safety

After an increase in bike, electric scooter and car accidents on campus, on May 19, the University of Alabama instated a comprehensive micromobility policy, setting specific parameters on registration, parking and operation. 

Developed by a collaboration of students, faculty and staff from the University, and enforced by the University of Alabama Police Department, Parking Services and Transportation Services, this policy aims to enhance the safety of all students on campus.

    “The goal of the policy is not to discourage micromobility use, but to ensure that it can be enjoyed safely by everyone who shares our campus spaces,” said Chris D’Esposito, assistant vice president for Enterprise Services. “By following the guidelines for registration, operation, and parking, students can help create a safer environment for themselves, their fellow riders, pedestrians and motorists.” 

    Any small, lightweight personal transportation devices that, typically, cannot travel faster than 30 mph are included in the policy’s definition of micromobility devices. This includes bicycles, electric bicycles and electric scooters. Non-motorized skateboards and wheelchairs are not included in this policy.

    Registration through the Parking Portal is required for all micromobility devices. Unregistered micromobility devices may receive a $25 citation and, upon third infraction, are subject to impoundment and a $150 fine.

    Additionally, parking and charging are only allowed in designated areas for fire safety reasons. Devices and their batteries cannot be parked on sidewalks, entrances or inside any University buildings, including residence halls and Greek housing. 

    The University has added 15 park-and-charge stations with 282 spots for motorized micromobility devices. These spaces are free to use, and students unable to charge their devices off campus have priority. There are also nearly 500 bike racks throughout campus that can be found on the University map.

    The policy also addressed the safety of micromobility devices while in motion. Users are prohibited from riding on sidewalks surrounding the Quad and other campus greenspaces. They must stay in bike lanes whenever available and use sidewalks for the shortest distance necessary.

    Aligning with Alabama law, the policy states that micromobility devices must also abide by the rules of the road, including yielding to pedestrians at all times, obeying speed limits and stopping at stop lights.
