PIF& 039;s 2025 annual report explained: What the numbers reveal about its growth and Saudi economy ...Saudi Arabia

RIYADH — Saudi Arabia's Public Investment Fund (PIF) recorded a sharp increase in profitability in 2025 while expanding its assets, domestic investments and contribution to the Kingdom's non-oil economy, according to its latest annual report.Revenue rose 9% to $120 billion, while net profit more than doubled to $17 billion, reflecting growth across PIF's portfolio and the increasing maturity of investments made as part of its long-term strategy. The report covers the final year of PIF's 2021-2025 strategy and provides a snapshot of how the sovereign wealth fund has grown into one of the world's largest investors while becoming a central driver of Saudi Arabia's economic diversification under Vision 2030.Here are the key numbers and what they mean. How large is PIF now?PIF's assets under management have surpassed $900 billion, compared with around $530 billion in 2021 and $150 billion in 2015.That means its assets have increased roughly sixfold over the past decade as the fund expanded across Saudi and international markets and established companies in sectors ranging from tourism and entertainment to technology, mobility and gaming.PIF reported an annualized total shareholder return of 5.8% since 2017, an important measure of its performance as a long-term investor. The fund has repeatedly emphasized that its investment horizon is measured in decades rather than quarters, meaning its performance is intended to be assessed over longer periods as major projects and companies mature. What happened to revenue and profit in 2025?PIF generated $120 billion in revenue in 2025, an increase of 9% from the previous year.More significantly, net profit more than doubled to $17 billion. The figures indicate increasing contributions from PIF's diversified portfolio as investments and companies established or expanded during previous years move further into their operational phases. How much has PIF invested in Saudi Arabia?PIF's cumulative investment in domestic priority sectors reached $199 billion since 2021.These investments span sectors identified as strategically important to the Kingdom's economic transformation, including tourism, entertainment, technology, artificial intelligence, mobility, manufacturing and infrastructure.PIF said its activities contributed more than $342 billion to Saudi Arabia's real non-oil GDP between 2021 and 2025.The figure illustrates the fund's broader mandate beyond generating investment returns: helping create new economic sectors and reducing Saudi Arabia's reliance on oil revenues. What were PIF's biggest moves in 2025?Artificial intelligence emerged as one of PIF's major areas of expansion during the year. The fund launched HUMAIN, a PIF-owned company designed to operate and invest across the AI value chain, including data centers, infrastructure, cloud computing, advanced AI models and applications.PIF and Aramco also agreed on initial terms for the energy giant to acquire a significant minority stake in HUMAIN, while PIF would retain majority ownership. The move reflects Saudi Arabia's push to build domestic computing infrastructure and establish the Kingdom as a major participant in the rapidly expanding global AI economy.PIF also launched the Expo 2030 Riyadh Company, which is responsible for building and operating facilities for Saudi Arabia's first World Expo and developing the site's long-term legacy after the event.Where do the giga-projects stand?Several of PIF's flagship developments reached major milestones during 2025.The NEOM Green Hydrogen Project surpassed 90% completion, advancing one of the Kingdom's largest clean-energy initiatives.Qiddiya City opened Six Flags Qiddiya City, the first Six Flags theme park outside North America, while Red Sea Global continued expanding its tourism portfolio, including development at Shura Island and the opening of AMAALA.Diriyah also secured SR6 billion in financing, providing additional funding for one of the Kingdom's largest heritage and urban development projects.Together, these developments demonstrate a shift in parts of PIF's portfolio from planning and construction toward operations and revenue generation. How is PIF attracting international capital?PIF continued expanding its international investment relationships during 2025, including partnerships with major global financial institutions. The fund signed agreements and memoranda of understanding involving Goldman Sachs Asset Management, Franklin Templeton, Macquarie Asset Management and SACE, among others. These partnerships are intended to bring international capital and investment expertise into Saudi Arabia while expanding the range of investment products available in the Kingdom.PIF also strengthened its overseas presence through new subsidiary company offices in Paris, Beijing and Shanghai. How is PIF financing its expansion? The fund continued diversifying its sources of capital rather than relying on a single funding channel.PIF priced its first euro-denominated green bond in 2025, raising €1.65 billion. Demand exceeded the size of the offering by more than six times. It also launched its first commercial paper program, adding short-term financing to a funding mix that already includes bonds, sukuk and loans.Diversifying funding sources gives PIF greater flexibility in financing investments while managing capital requirements across a portfolio of large and long-term projects. What role does the private sector play?Increasing private-sector participation remains an important part of PIF's strategy. The fund held its third Private Sector Forum during 2025, bringing together government entities, businesses and more than 100 PIF portfolio companies.PIF's private-sector programs are designed to create opportunities for Saudi suppliers and businesses, increase localization and encourage companies to participate in projects and emerging industries being developed across the fund's portfolio. This is particularly important as PIF moves from directly establishing new sectors toward building ecosystems capable of attracting greater private investment. What comes next for PIF?The annual report closes an important chapter for the fund, with 2025 marking the final year of its 2021-2025 strategy.PIF has now entered its 2026-2030 strategy, shifting its focus toward developing competitive economic ecosystems, unlocking more value from strategic assets and maximizing long-term investment returns. The transition comes after a decade of rapid expansion that saw PIF's assets rise from around $150 billion in 2015 to more than $900 billion. The next phase will therefore be measured by how those investments translate into sustainable returns, mature industries, private-sector participation and lasting contributions to Saudi Arabia's non-oil economy.
