The FIA has unexpectedly lifted the restrictions that had prevented Russian and Belarusian competitors from racing under their national identities since the outbreak of the war in Ukraine, marking a major shift in the governing body’s position after more than four years.
According to multiple reports, the decision was approved by the FIA World Motor Sport Council on 3 August and formally communicated to national federations, competitors, officials and other stakeholders in a letter sent on 13 August by the FIA’s legal department.
The most significant change is that Russian and Belarusian drivers and teams may once again compete using their national flags and anthems.
In its communication, the FIA stated the following:
“Russian and Belarusian drivers, national teams, individual competitors and officials are allowed to participate in international/zone competitions without any restrictions.” It added that “the requirement of signing a commitment to neutrality no longer applies.”
The restrictions were introduced in March 2022 shortly after Russia launched its full-scale invasion of Ukraine, with Belarus included because of its support for Russia.
Under those rules, competitors from both countries could participate only as neutral athletes and were barred from using national symbols.
No return of events to Russia
The FIA stressed that the latest move does not restore international motorsport events to Russia or Belarus. The ban on staging FIA international competitions in both countries remains in force.
That means the decision does not signal a return of the Russian Grand Prix to Formula 1. The Sochi race was removed from the 2022 calendar after the invasion, and Formula 1 later terminated its contract with the event.
The change is nevertheless significant because it restores formal national representation for Russian and Belarusian competitors across FIA championships where nationality remains an important part of participation.
Former Formula 1 driver Nikita Mazepin was among the highest-profile figures affected by the original measures, losing his Haas seat ahead of the 2022 season following the withdrawal of Uralkali sponsorship.

The governing body also said it “continues to carefully monitor the events in Ukraine” and reserves the right to introduce further measures in the future, including any action required under applicable sanctions regimes or contractual obligations.
The decision has already generated strong reaction across motorsport, particularly because the war in Ukraine is ongoing.
