ROCHESTER, N.Y. — A man was found dead in his apartment at 1625 East Avenue after residents spent more than a week reporting a foul odor to management.
Rochester police responded to the building around 4 p.m. Wednesday for a welfare check after residents called 911. Officers found a deceased adult man inside the apartment. Police said there does not appear to be any criminal element to the death.
Joan Anderson, a second-floor resident, said she and other tenants had been reporting the smell for days before anyone took action. She said the odor became so strong Wednesday morning that she immediately recognized what it was.
“Yesterday morning when I opened the door, I immediately closed it and said, oh my gosh, it smells like death out there,” Anderson said. “I said, no, no, no, I’m serious. The smell, it’s death for real. I’m not being hyperbolic. It really is the smell of death.”
Anderson said police came to the building twice Wednesday morning.
What Happened Next
Anderson said when a maintenance worker finally arrived and unlocked the door, a chain was still on from the inside, indicating the man had not left. The worker initially left, telling a neighbor the resident was fine because he had paid rent two days earlier, Anderson said.
“We kind of felt very much like on our own, but didn’t want to bust the door down ourselves, but kind of wanted to bust the door down ourselves,” Anderson said.
Anderson said she called the building’s emergency line to ensure someone would be there when police returned. Officers eventually entered the apartment and found the man’s body.
Residents downstairs had been dealing with the smell for more than a week, Anderson said. She said the odor eventually spread throughout the building, reaching her apartment on the second floor.
“I think the people downstairs had it a lot harder for the last week or so,” Anderson said.
Anderson said communication with Maison Management was difficult throughout the day. She said no one answered the phone for hours, and when she finally reached someone around 1:30 p.m., the person said he would put in a work order.
“The communication was just not really there and I don’t think they were understanding the seriousness of this, even though we’re all trying to say, and there the last day we were just point-blank saying, hey, there’s somebody has died, that period,” Anderson said.

In a statement, Maison Management said it responded immediately after being notified of the concern. The company declined to comment further, citing respect for the family and privacy.
Anderson said the building has had other maintenance issues in recent years, including heating problems and roof leaks that lasted for years. She said some tenants have moved out because of ongoing problems.
All doors in the building were left open Thursday to air out the smell.
The Monroe County Medical Examiner’s Office declined to release information about how long the man had been deceased.
