ROCHESTER, N.Y. — Monroe County leaders have put forward a proposal to create a registry of people convicted of animal abuse, aiming to warn shelters or other groups that work with animals about past offenders.
That’s according to a memorandum from Monday signed by County Executive Adam Bello, County Legislature President Yversha Roman, and four county legislators. They’re recommending that the County Legislature consider the law in the coming weeks.
The memorandum says people who mistreat animals in the past are likely to do so in the future and are statistically more likely to commit violent acts against humans. People on the registry would be banned from adopting or buying pets from any licensed pet dealer.
The registry would include the names and addresses of convicts 18 years or older who live in Monroe County. It would include people convicted of abandoning, stealing, injuring, poisoning, or illegally declawing animals. It would also include people convicted of animal fighting, transporting dogs for illegal research purposes, or harming a service animal.
People required to register will remain on the list for 10 years after their release date or when their judgment was handed down, whichever comes later. They would also need to pay an annual $50 fee to the Monroe County Sheriff’s Office for maintenance costs.
This month, Ontario County lawmakers also created legislation for an animal abuse registry. In addition, the Livingston County Board of Supervisors voted to approve an animal abuse registry in January
