CHILI, N.Y. — A Chili woman keeps getting fined for tolls on someone else’s car after a traffic camera in New Jersey recorded her license plate on a dark SUV she’s never owned.
Celia Johnson received a bill for a $4.85 toll that happened near the Jersey Shore last October, a place she has never been. The fine ballooned to more than $54 after a $50 fee was added. Chief Investigative Reporter Berkeley Brean reviewed the case and found the mistake was obvious when comparing the photos.
“This is the photo of the dark SUV that owes the toll money to New Jersey. And this is the car of the woman who keeps getting the fines,” Brean said.
“This is obviously not your car,” Brean said.
“No,” Johnson said.
Johnson has received no contact from New Jersey officials acknowledging the error. Brean scrolled through more than a dozen collection warnings texted to Johnson’s phone, with the last one arriving in late May.
“Has anyone from New Jersey called you to say hey look — we got the wrong car. Don’t worry about it,” Brean said.
“No. Not at all,” Johnson said.
“They still think this is you,” Brean said.
“They must otherwise they wouldn’t have texted me that message,” Johnson said.
Over more than a decade, Brean has reported on dozens of stories involving traffic cameras causing faulty parking, speeding and toll tickets from New York City, Long Island and now New Jersey. A study by the state of Washington found that traffic enforcement cameras are 95% accurate, meaning up to 5% are wrong.
On a busy stretch of Interstate 490 on the east side, the state Department of Transportation counts an average of 99,000 cars and trucks every day. A 5% mistake rate would ticket nearly 5,000 drivers in one day.
“I haven’t been in New Jersey,” Johnson said. “And it’s not my car. I don’t know who did it or why. It’s just overwhelming for me.”
Brean contacted the New Jersey Thruway Authority and asked officials to review Johnson’s car and compare it to the SUV in the ticket. News10NBC asked the Thruway Authority for the accuracy rate of its toll cameras on Interstate 90 and will post the answer to this story when the NYSTA sends it.
