It means balancing today’s needs with tomorrow’s challenges through thoughtful planning and sound financial stewardship.
That is why the Sweetwater Authority governing board’s recent approval of a $65.6 million budget for fiscal year 2026-27 with no increase in water rates deserves attention.
For customers, it means stability. Despite growing operational pressures facing water agencies throughout California, Sweetwater Authority continues to maintain the lowest water rates in San Diego County while providing reliable service to more than 200,000 residents in Chula Vista, National City and Bonita.
This achievement did not happen by chance.
The approved budget reflects disciplined financial management. By utilizing reserve balances consistent with established financial policies and reducing dependence on costly imported water supplies, the authority was able to avoid a rate increase while maintaining a strong financial position. Operating expenses are projected to decrease by approximately 1% compared to the previous fiscal year, demonstrating that efficiency and fiscal responsibility can go hand in hand.
At the same time, affordability cannot come at the expense of reliability.
The fiscal year 2026-27 budget includes more than $7 million in capital investments to strengthen critical infrastructure and ensure the long-term resilience of the region’s water system. Projects such as improvements to the Sodium Hypochlorite Chlorination System, Perdue Clearwell Rehabilitation and the Urban Runoff Diversion System represent investments that protect public health and prepare the community for future challenges.
But true affordability means recognizing that some customers need additional support.
That is why the governing board also reauthorized the Sweetwater Authority Water Affordability Program (SAWAP), which remains fully funded through non-rate revenue sources. In June, the program surpassed an important milestone, with more than 1,000 customers enrolled and receiving assistance. For seniors living on fixed incomes, working families balancing competing financial obligations, and residents experiencing temporary hardship, the program helps ensure that access to safe, reliable water remains within reach.
The success of SAWAP demonstrates that compassion and fiscal responsibility are not mutually exclusive. Through strategic planning and responsible budgeting, local agencies can invest in infrastructure, maintain stable rates and provide meaningful assistance to those who need it most.
Public agencies earn trust through actions, not promises. Communities expect their local institutions to manage resources wisely, invest in the future and remain responsive to the needs of the people they serve.
Sweetwater Authority’s latest budget demonstrates that affordability is more than a slogan. It is the product of prudent financial planning, strategic infrastructure investment and a commitment to supporting customers during difficult times.
