Illinois Secretary of State warns about high-powered e-bikes, launches safety campaign

Following a surge in e-bike popularity, Illinois Secretary of State Alexi Giannoulias is encouraging parents to do their research before buying one for their children.

In a public service video released on Thursday as part of his office’s Ride Safe, Ride Smart, Ride Ready campaign, Giannoulias said many vehicles marketed as e-bikes are actually much faster than people realize.

    “Let’s be honest, a lot of what’s being sold online today aren’t really bicycles, they’re essentially electric motorcycles being marketed like toys,” he said.

    The Secretary of State’s Office also released an online E-bike Buying Guide that explains the differences between low-speed e-bikes, high-speed e-bikes and e-motos, outlines Illinois’ proposed safety standards and offers tips for choosing a safe and age-appropriate device.

    The Buying Guide notes high-speed e-bikes will be regulated for the first time under Illinois’ new micromobility law, which takes effect Jan. 1, 2027. Under the law, low-speed Class 1 or Class 2 users must be at least 15 years old, meaning no one under 15 will be allowed to ride an e-bike of any type.

    Riders of e-bikes and e-motos capable of exceeding 28 mph will be required to have a driver’s license, title, registration and insurance, according to the Secretary of State’s Office. High-speed e-bikes will also be prohibited on sidewalks, bike paths and bike lanes.

    Beginning Jan. 1, any e-bike with a motor greater than 750 watts will be regulated as a motor-driven cycle and will require a valid driver’s license, title, registration and insurance.

    The Secretary of State’s Office reminded consumers that e-bikes are much heavier than traditional bicycles and urged them to be cautious with online-only bike brands that may not provide reliable service or replacement parts.

    Giannoulias also advised parents to take their time when choosing an e-bike, saying a proper fit can dramatically improve safety and control.

    “We want our kids active and having fun but we also need them to make it home safely. Before you buy, do your homework,” he added. “It can make all the difference in the world.”
