FARMINGTON, N.Y. — A federal housing plan supported by both parties could become law as soon as midnight and may not even need President Donald Trump’s signature.

News10NBC’s Garrett Chan spoke with a company that makes manufactured homes about the impact here. Chan spoke with the CEO of Cook Properties, who manages the Farmington Manufactured Home Community. Jeffrey Cook says it’s a win for companies that provide and develop affordable housing as well as people looking to buy.

    “As you know, the devil’s in the details. And sometimes when legislation or after legislation is passed, you know, sometimes it gets a little, a little wonky about how it’s implemented. You know, we just hope that the agencies will implement it as close as possible to the, you know, how it was written and how it was intended,” Cook said.

    The Senate and House overwhelmingly passed the 21st Century Road to Housing Act late last month. It will increase the housing supply through grants, pilot programs and faster review processes by local governments for new developments.

    “Some of the things that the legislation, barriers that they’ve removed are, appraisal, appraisal restrictions, bank financing restrictions, all of which are going to help to provide and allow consumers greater access to manufactured housing,” Cook said.

    There are nearly 140 homes at the Farmington Manufactured Home Community. Cook says the cost to live in one of these homes is half the price of traditional site-built housing.

    The bill could spur opportunity for property managers to develop more manufactured and affordable housing, but there are still some challenges.

    “We’re still going to have the same issues with labor. High fuel prices are certainly not helping, you know, manufactured housing. We use a lot of vinyl and plastic and, you know, in the flooring, in the siding,” Cook said.

    Cook says the bill will help in their plans to add 50 to 75 homes around Rochester, Buffalo and Syracuse in 2027. Another key piece of the bill is a section titled “Homes Are for People — Not Corporations.” It limits large investors and corporations from buying new single-family homes.

    President Trump said he will not veto this bill.
