Senior officials in Israel and Lebanon announced on Friday that a framework agreement was reached between the two countries and signed that evening, according to Israel’s Channel 12.
The signing ceremony for the joint framework agreement between Lebanon and Israel began in Washington, DC, in the presence of US Secretary of State Marco Rubio.
Rubio announced that the two sides had reached a framework agreement after a series of talks held in the US capital, in a move described as an important step toward easing tensions between the two countries.
He expressed hope that the talks between Lebanon and Israel would continue and that real progress would be made in the next phase, while emphasizing that “this is just the beginning, and there is still a long way to go for both sides.”
Path to withdrawal of Israel’s forces
The agreement paves the way for the start of an Israeli troop withdrawal from southern Lebanon in a pilot phase covering two areas, which the Lebanese army will then enter.
The memorandum of understanding, which is currently being drafted, outlines the conditions for changing the security situation on the northern border, where the main objective for both parties is to eliminate all Iranian influence in Lebanon.
According to the Israeli Broadcasting Corporation, the two sides also agreed on methods for dealing with tunnels and countering Hezbollah’s reinforcements, in addition to continuing negotiations regarding the land border.
Israel calls for disarming Hezbollah
The agreement, however, stipulates Israel’s presence in the “yellow line” area until the disarmament of Hezbollah is finalized.
Israeli official, quoted by Channel 12, said: “We will not leave the territory we have captured unless Hezbollah is no longer a dominant force throughout the country. We have the freedom to respond to any threat that may arise.”
The official added that Israel is working to solidify its control over the area on the international stage as long as there is a threat to its borders.
This agreement is seen as a crucial first step that could pave the way for broader negotiations in the future.
