A longtime Marine and current owner of a security firm says San Diego Police pulled him over and detained him, and on one occasion, confiscated his licensed gun, for no reason other than the color of his skin. In a newly filed federal lawsuit, Hakimkhalfani Webb, a 21-year veteran of the Marine Corps, who served in three combat deployments, was pulled over by San Diego Police Officers in June 2025 while he was driving to the office from the worksite.

After discovering Webb had a gun in his truck, Webb’s lawsuit states officers then threatened to shoot him. They arrested Webb and charged him with possessing an unregistered gun – officers had erroneously entered the wrong serial number in while checking for its registered owner. Webb was unable to recover his work weapon for six months following the confiscation. And while the interaction rattled Webb, seven months later, a similar interaction occurred. In January 2026, one day after requesting the prior arrest be sealed and destroyed, the same San Diego Police Officer pulled Webb over again as he was driving in South San Diego. According to the complaint, Webb saw the officer make a U-turn after seeing his truck and followed him. Aware that the officer was behind him, Webb stopped at three stop signs while driving. After the third stop sign, Webb, in his complaint, says the officer pulled him over for failing to stop at a stop sign. The officer removed and handcuffed Webb and took photos of him as other officers stood nearby. Webb was released without any citation after 30 minutes. Now, Webb is suing for what he has been put through and to prevent the same from happening to others. “I feel it is important to stand up for myself and for others who are being stopped based on the color of our skin. These recurring stops by the police are terrifying and dangerous. I feel blessed that so far I have not been physically injured when the police point their weapons at me. But it’s past time for this to stop. I’m speaking out now before my blessings run out,” said Mr. Webb in a statement to Times of San Diego.In recent years, the San Diego Police Department has faced criticism over officers conducting what are called pretext stops, instances where officers stop a vehicle for minor violations as an excuse to look for other crimes. According to San Diego Police data, obtained and analyzed by Times of San Diego, Black drivers are 3.6 times more likely to be pulled over by officers than White drivers, according to San Diego Police data submitted to the state under the Racial and Identity Profiling Act (RIPA). Meanwhile, Hispanic drivers are 1.4 times more likely to be pulled over than White drivers. “Mr. Webb proudly and honorably served our Country for three decades; he’s spent his civilian life as a law-abiding business owner in San Diego County,” said Michele A. McKenzie of McKenzie Scott, a civil rights law firm based in San Diego. “What happened to him–and what keeps happening to him–is sadly not an anomaly. The city’s own stop data demonstrates that year after year, Black drivers in San Diego are stopped, searched, handcuffed, and photographed at disproportionate rates that cannot be explained by anything other than race. Mr. Webb is a father and grandfather who has lived a law-abiding life. He rightfully is seeking a future in which he can live and drive in San Diego without fear of being arbitrarily stopped because he is Black.”The City Attorney’s Office declined to comment due to pending litigation.
