Body camera video that captured the moments leading up to the deadly shooting of Chicago Police Officer Ella French in 2021 was released on Wednesday.
French was shot and killed nearly five years ago during what she and her partner Carlos Yanez, Jr. thought would be a routine traffic stop in August 2021.
The city’s police watchdog agency, the Civilian Office of Police Accountability, released harrowing body camera video of the traffic stop in response to a Freedom of Information Act request and court order. COPA was prohibited from releasing the videos or materials related to the incident because of court orders related to pending criminal litigation.
“COPA is releasing this video in response to a request under the Freedom of Information Act (FOIA) and in keeping with our commitment to transparency and public accountability,” said Chief Administrator LaKenya White. “As we do so, it is important to remember that this video captures a profoundly tragic event. Our thoughts remain with Officer Ella French and Officer Carlos Yanez Jr., their loved ones, colleagues, and all those whose lives were forever changed by this incident. I encourage everyone who views this video and all videos COPA releases to do so with respect for those affected.”
In the videos, French can be seen trying to detain a man before he runs away. She can then be seen trying to help Yanez detain Emote Morgan before he pulls out a gun and opens fire.
NBC Chicago is sharing part the videos but has removed audio due to its graphic content. Discretion is advised.
A gunshot and a scream from officer French can be heard just before the video ends.
Yanez was critically injured in the shooting and remained hospitalized for months.
Morgan was convicted of first-degree murder and sentenced to life in prison in Sept. 2024. He was also convicted of disabling Yanez and of trying to kill their partner, officer Joshua Blas, who survived only because Morgan’s gun jammed.
