ROCHESTER, N.Y. — New York State has failed RG&E and NYSEG on reliability testing, and that’s going to cost them millions of dollars.

News10NBC has been investigating issues with these utility companies for years. The State Department of Public Service says RG&E and NYSEG had significant issues with power outages in 2025, measured in what it calls the “frequency threshold.”
Last year, RG&E failed to meet its “frequency threshold.” NYSEG missed those benchmarks for the seventh year in a row.
The state is now forcing RG&E to miss out on $5 million in revenue. NYSEG will lose $3.5 million.
That revenue loss comes through “negative rate adjustments” and is not supposed to be paid by customers.
