Thinking of a late-night run to listen to the waves at Dog Beach?Don’t make plans to park your car in lots near the beach, bay, or shoreline park in the latenight or early morning hours for the next 10 years.The California Coastal Commission on Wednesday unanimously approved the city of SanDiego’s plan to change existing parking restrictions and implement new restrictions at more than 35 coastal area parking lots in La Jolla through Mission Beach down to Ocean Beach and over to Sunset Cliffs.The restrictions will include new nighttime vehicle closure hours, gates and time-limitedparking.The Coastal Commission’s approval of a Coastal Development Permit is the final hurdle for the city of San Diego to put the parking changes into action.The reasons the city cited for the parking changes include an increase in nighttime criminal activity at certain lots, from controlled substances to attempted murders. Additionally, a steady increase in overnight parking by “van-lifers” or those living in their cars or RVs has also become a growing challenge.The city of San Diego’s municipal code has long prohibited overnight parking, vehicle habitation, and camping within its public parking lots, but enforcement of the regulations has been inconsistent.Caleb Olsen, spokesperson for the city, said it is important to note that the application with the Coastal Commission did not propose a new citywide overnight parking policy but sought “parking closure hours and other parking management measures that have historically existed at various coastal parking facilities, while incorporating public access improvements and Coastal Act protections.”For the next decade, the permit will lead to vehicle parking changes/stronger enforcement forabout 9,255 off-street parking spaces managed by the city of San Diego.
Off-Street Parking Spaces Include:
565 regular parking spots at the Torrey Pines Gliderport, which will close from 9 p.m. until 4 a.m. 349 spots at Kellogg Park, which will close from 10 p.m. until 4 a.m. 880 spots at Mission Bay Park’s West Bonita Cove, which will close from midnight until 4 a.m. in Lot A, and close from 2 a.m. until 4 a.m. in Lot B. 347 spots at Mission Bay Park’s Ventura Cove, which will not allow entry from midnight until 4 a.m. 754 spots at Mission Bay Park’s Crown Point Shores, which will close from midnight until 4 a.m. 333 spots at Ocean Beach Dog Park, which will allow no parking or vehicle habitation and will close from midnight until 5 a.m.; 98 spots at the OB Pier lot on Newport Avenue, which will close from 2 a.m. until 4 a.m., and will also have a 4-hour time limit to park from 8 a.m. until 8 p.m., as well as allow maximum 4-hour EV charging.The city will also install new gates at seven coastal parking lots, joining the 16 beach lots that already have gates.The permit also puts into action special conditions that the Coastal Commission has requested of the city of San Diego regarding public access and public information. One of the special conditions includes the city partnering with the La Jolla Coastal Conservancy to repair and to reopen within five years the South Casa Beach stairway near the lifeguard tower in La Jolla, stairs which have been closed since rainstorms in 2023 and 2024 limited access.
The Coastal Commission also has instructed the city to:
Install no fewer than 11 bicycle parking facilities in Mission Bay Park. Add mobility mat areas at several lifeguard stations and in beach areas. Create maps of the city’s coastal park facilities. Install map panels at Mission Beach Park and at Mission Bay Park that show recreational amenities. Create an interactive map on the city’s website showing public access points, parking lots and transit routes; Install informational panels at Sunset Cliffs Park.Several beach area residents told the Coastal Commission that the nighttime closures aremore than welcome.David Stebbins, who lives near the Dog Beach parking lot, spoke at the Coastal Commission meeting on Wednesday in support and also sent a letter to the group explaining that it is “only parking that is restricted.”“The beaches are still open after midnight and there is plenty of off-street parking for anylate-night beach goers,” Stebbins wrote. “This has been a long time coming and the neighborhood, OB Planning Board, local BIA members, the mayor’s office, our Councilmember Jen Campbell and dozens of my neighbors are all in support.”“New lot closure hours are good for the neighborhood and families,” Stuart Williams shared.Wendy Rogers said closing the Dog Beach lot “will significantly reduce the noise and intermittent crime from the people who have been creating problems in the lot.” Katie Mulligan said she lives across from beach restrooms, “and we have many problems with the nightly comings and goings of highly questionable characters and obvious drug activity surrounding the lot. We believe the lot closure and the gates will help a lot.”The Coastal Commission received two comments via email against the city’s plan forparking lot changes.Scott Andrews, VP of “Save Our Access,” wrote that, “Seniors on fixed incomes, view seekers, tourists, surfers, lunch eaters, minorities, disabled, walkers, joggers, bicyclists all must compete for limited parking. The city of San Diego has not provided any new beach parking spaces for 50 years. When an opportunity to increase parking occurs, the city rejects it – like when the Mission Beach school closed, and the city allowed million-dollar condos instead of public parking.”Andrews wrote that the changes discriminate against those who visit the coast and itspublic tidelands.The city of San Diego has 45 days to document their plans to implement the changes andto submit them to the Coastal Commission.
