Rep. Sarah Stevens (R-Surry) is resigning from the North Carolina House of Representatives effective June 16 as she vies for a seat on the state Supreme Court.
“After careful consideration, I have decided to devote my full time and energy to my campaign for the North Carolina Supreme Court,” Stevens wrote in her resignation letter. “I believe this next step will allow me to continue serving the people of North Carolina and upholding the rule of law in a new capacity.”
Whether Stevens will succeed in her bid to unseat incumbent Justice Anita Earls — one of two Democrats on the state’s highest court — is far from certain, particularly as Republicans across the state face an uphill battle to win over an electorate dissatisfied with President Donald Trump’s war in Iran and high prices at home.
A March 2026 Catawba College-YouGov poll found that 43% of likely voters surveyed said they would vote for the Democratic candidate in the state Supreme Court race, while 36% indicated support for the Republican candidate.
NC Board of Elections finds Stevens campaign contributions illegal, but not intentional
And Earls has raised ten times as much this election as Stevens, reporting $2,468,707 in total donations as of February against $245,620 for Stevens.
Stevens’ campaign faced controversy after the state Board of Elections found it accepted illegal donations from registered lobbyists, who are not permitted to give money to the political campaigns of sitting lawmakers. Her campaign returned the donations after being made aware of the violations, which were first reported by NC Newsline.
Stevens has served in the North Carolina legislature through the entire period of Republican control, first winning election in 2008 in a close race against an incumbent Democrat even as President Barack Obama flipped the state blue. She has taken on an influential role in the GOP caucus, serving for years as the House Speaker Pro Tem and chairing both the House Judiciary 2 and the House Election Law committees.

(Photo: Brandon Kingdollar/NC Newsline)During a meeting of the House Judiciary 2 Committee shortly after Stevens’ resignation announcement, Rep. Karl Gillespie (R-Macon) took a moment to thank her for “all that you have done and all that you continue to do for the great state of North Carolina.”
“I would be remiss if I didn’t acknowledge that, acknowledge your service,” Gillespie said, leading a round of applause for Stevens. “Well, I didn’t know if she was going to take that well or skin my hide.”
Stevens said in her statement she is particularly proud of judicial reform efforts, educational initiatives, and infrastructure improvements she helped to pass as a member of the House.
“It has been one of the greatest honors of my life to serve the people of North Carolina in the House of Representatives,” Stevens said. “During my years in the General Assembly, I have been privileged to work alongside dedicated colleagues in advancing policies that strengthened our courts, improved public safety, supported economic growth, and served the citizens of our great state.”
