Man accused of hitting RPD officer during arrest on Avenue B, faces multiple charges

ROCHESTER, N.Y. — Rochester Police say a man fought with officers who were trying to arrest him during a traffic stop on Avenue B and hit one officer in the face.

Kareem Franklin, 23, is charged with resisting arrest, obstructing governmental administration, harassment, criminal mischief, and aggravated unlicensed operation. He’s also charged with possession of a controlled substance after police say they recovered 30 grams of suspected cocaine or fentanyl during the investigation.

    Police say they pulled over Franklin’s car around 6 p.m. between Conkey Avenue and Hollenbeck Street for traffic violations. According to RPD, Franklin didn’t have a valid license and started arguing with officers.

    Police say they used force to take Franklin into custody. As with any use-of-force case, an RPD supervisor is reviewing it. Franklin refused medical care and was taken to the Monroe County Jail.
