New federal rules took effect Monday, requiring some San Diego County residents who once qualified for CalFresh food benefits to meet work or volunteer requirements to maintain eligibility.
The updated rules follow the 2025 passage of H.R. 1, the federal spending bill, and apply to certain able-bodied adults without dependents, or ABAWDs, who are applying for or renewing CalFresh benefits. Those affected:

“Those subject to the new able-bodied rules may receive only three months of benefits in a three-year period unless they fulfill work or volunteer requirements or qualify for an exemption,” the statement said. “Importantly, these rules apply only to the individuals affected, not to the entire household.”
To meet the new requirements, people subject to ABAWD rules must complete at least 20 hours per week, or 80 hours per month, of one of the following:
Work activities, such as a job or self-employment; Community service or volunteer work; Job training including the CalFresh Employment & Training program, or A combination of the activities.Exemptions apply to children, seniors above the age of 64, and those who are pregnant, living with a disability or identify as an Indian, Urban Indian, or California Indian under the Indian Health Care Improvement Act.
According to the county, CalFresh serves more than 373,000 San Diegans. Statewide, it is estimated that more than 100,000 Californians will need to complete the new requirements to keep benefits.
County officials urged San Diegans to update their contact information in their BenefitsCal portal, check renewal dates and respond when contacted by the county.
