Sacem Collected $2 Billion in 2025, Fueled by International Growth

In 2025, Sacem collected €1.704 billion ($2.002 billion) worldwide, including €845 million ($992 million) internationally — up 13% year over year — and €859 million ($1.009 billion) in France, where the market remained broadly stable. As the French collective management organization celebrated its 175th anniversary at the start of 2026, it unveiled a new set of growing results.

Last year, Sacem distributed €1.502 billion (1.764 billion) to 663,000 songwriters, composers, authors and publishers, representing a 9% increase compared to 2024, while maintaining its operating cost ratio at 9.8%.

“Our members are now exporting their work across the globe; for some of them, international streaming accounts for 50% to 60% of their revenues,” Sacem CEO Cécile Rap-Veber tells Billboard France. “We’ve seen it with L’Impératrice and Gojira, not to mention DJ Snake or David Guetta. The list of French creators with global exposure continues to grow.”

Digital Becomes the Primary Growth Engine

International and digital collections have surged by 30% over the past two years. Nearly 40% of the music streaming royalties generated by Sacem members are now collected directly outside France.

That momentum has been supported by major technology investments. Sacem recently migrated its digital rights management platform, URights, to the cloud, allowing it, according to the organization, “to process streaming platform data ten times faster than before, at five times lower cost.”

As a result, the commission charged on online royalties has continued to decline, falling from 10% in 2016 to 9% in 2017, then 8% in 2024, and now 7% in 2026.

Artificial intelligence — the organization’s next major strategic focus — is also high on the agenda. “Sacem has always found ways to strike agreements with the tech sector, and that is what continues to drive us today,” says Rap-Veber, adding that “2026 will be a decisive year, fueled by the legislative developments currently underway.”

663,000 Creators Paid, Up 30% in One Year

The number of creators and publishers paid by Sacem jumped from 511,000 in 2024 to 663,000 in 2025. Rap-Veber attributes the sharp increase to two key factors: “The fragmentation of works — with more and more collaborators involved on a single track — and the expansion of our international partnerships. We now represent Korean, Indian and many other societies.”

The growth notably stems from agreements signed with Burida (Ivory Coast) and Sodav (Senegal) to manage their digital rights worldwide.

At the same time, Sacem welcomed 13,700 new members, a quarter of whom are under the age of 25.

In France alone, the organization allocated €17.8 million ($20.9 million) to cultural initiatives, supporting 3,801 projects, including 514 festivals, 178 venues and 1,250 concerts held in local grassroots spaces.
