State budget stalemate forces local districts to plan without funding numbers

ROCHESTER, N.Y. — New York state lawmakers are still working to come to an agreement on the next budget, now eight extensions later.

The initial deadline was nearly a month ago. The state budget lets school districts know their exact state funding amounts, and without a final budget from the state, school districts are flying blind.

    Assemblyman Josh Jensen represents five school districts. He said local school districts are the biggest victims of a late state budget.

    “We’re asking them to propose a budget without knowing how much money they’re going to be receiving in state aid, so we’re really doing a disservice every day, every hour, this budget is late to our local education,” Jensen said.

    On Monday, parents, teachers, and students gathered at Rochester City Hall to protest changes to the school district’s proposed budget for next year.

    Superintendent Dr. Eric Jay Rosser spoke after presenting a budget proposal to City Council. He said what’s printed in the district budget book represents an incomplete budget because it’s based on the governor’s executive budget.

    “It will give us the ability to finalize our budget so that when we present a final, balanced, student-centered budget to our Board of Education, it reflects the financial resources, things that are going to be coming to the Rochester City School District,” Rosser said.

    He said what’s happening in Albany will ultimately be for the betterment of the state.

    “We’re patiently waiting, but with that patience, as you can see, particularly with what people are saying in the community, it has created a level of frustration not only within the school district but also within our community,” Rosser said.

    Lawmakers will decide whether to pass budget bills or another extension on Monday.

    “It’s important that we pass a budget, we figure out what we’re going to do, not just in education, but across our entire state, so that the people in the Empire State know what the heck’s going on,” Jensen said.

    Around this time last year, there was a conceptual agreement in place for the budget, but lawmakers don’t have one in place yet this year.

    A spokesperson for Gov. Kathy Hochul said in an emailed statement that she “knows that New Yorkers care about results” and “is committed to delivering a budget that makes our state safer and more affordable for hardworking families.”
