    On Wednesday, California Attorney General Rob Bonta announced the arrest of a dealer at The Gardens Casino in Hawaiian Gardens. Bonta’s office reported that the dealer, who was not identified, stole “over $15,000 in gaming chips” from the commercial cardroom.

    When someone entrusted with maintaining fairness in a cardroom instead stacks the decks for themselves, they must be held accountable. This case is an excellent example of good investigative work and a timely arrest,” said Bonta.

    “Gaming must be conducted with integrity and transparency,” the state AG added.

    The Gardens Casino is located west of Anaheim, roughly 15 air miles south of downtown Los Angeles.

    Theft Probe

    Bonta revealed that law enforcement officials with his Department of Justice began probing the dealer’s alleged theft in March. Casino surveillance reportedly tipped off the state that the property could have a thief on its payroll.

    Bonta’s release explained that state DOJ investigators worked with cardroom security and management in reviewing “pertinent information” related to the employee’s arrest.

    The DOJ’s Bureau of Gambling Control (BGC) conducted the investigation and made the arrest. The mission of BGC is to ensure that gambling in California is conducted honestly, competitively, and free from criminal and corruptive elements. 

    California Cardroom Rules

    California cardrooms feature various non-house-banked table games, though the casinos for years have used a model where companies provide players who take turns acting as the house, or bank, to allow versions of blackjack and baccarat.

    However, as of April 1, the state implemented new rules that prohibit the cardrooms from branding player-designated games as “blackjack” and using 21 as a target point count.

    The new rules additionally forbid a casino’s use of third-party providers of proposition player services (TPPPS), now requiring that cardrooms rotate in two players to function as dealers every 40 minutes. If the dealer role does not rotate due to no willing participants, the game must end.

    TPPPS companies have provided player-dealer services for host cardrooms for many years. The business-to-businesses have filled seats and regularly acted as the designated player-dealer.

    The changes came in response to tribal nations that hold Class III gaming compacts with the state arguing that TPPPS arrangements violate their exclusivity on house-banked tables.

    The cardrooms, represented by the California Gaming Association, continue to challenge the new rules in court. The cardrooms contend that the overhaul will have disastrous economic consequences, highlighted by projected losses of thousands of jobs and almost $500 million a year in annual revenue.
