City Council approves affordable townhomes for Rochester’s East End green space in 7-2 vote

ROCHESTER, N.Y. — Rochester City Council voted to approve the development of a green space on the corner of Union and Charlotte streets into 11 affordable townhomes.

In a 7-2 vote, City Council approved the development of the space into affordable housing, despite monthslong pushback from neighbors in the area, who want to keep the green space for public use.

    But developers say it will give lower to medium income families a place to buy a home for themselves.

    Developers are for housing

    Shawn Dunwoody, president of Hinge Neighbors, the local company developing the land, spoke about the decision.

    “It’s been eight years of us listening to neighbors saying they wanted affordable homeownership. And so we’re making that step forward to make that happen,” Dunwoody said.

    Hinge Neighbors’ goal is to turn the land that was once the Inner Loop into something Rochester’s families want to, and can afford to, live in again. Suzanne Mayers, chair of the board at Hinge Neighbors, said the company plans to work with the neighborhood moving forward.

    “I think it’s going back to the people in the neighborhood and talking about how can we go forward with this. I think it’s going to be making sure that it is. We recruited people who who should be there. There’s a little bit worried about is it all going to be white people live in there? No, that’s not the whole point,” Mayers said.

    Project pushback

    The project has faced pushback, including from Councilmember Mary Lupien, who wants to see the nearby Anderson Park expanded first.

    “I’m not even against this project on this spot…I just don’t want to take away the space before we give them something to replace it,” Lupien said ahead of Tuesday night’s vote.

    The organization Keep East End Green collected 1,100 signatures opposing the project. But Mayers wants to work with the group to integrate into the neighborhood.

    “I actually met with them on Sunday and we talked about how do we go forward with this? Because we didn’t know what the decision was going to be. So we just we start engaging, and having we’ll have coffee together. We’ll sit down and say, okay, here’s what we, how can we do this?” Mayers said.

    News10NBC spoke with a neighbor in the area who didn’t want to go on camera but previously voiced her opposition. She says while she’s disappointed by the vote, they’re willing to work with Hinge Neighbors and make the best of the situation.

    Developers say they’re currently aiming for a starting price of $160,000 for the townhomes, however that price may change as development goes on. They’re aiming to construct the homes within three years.
