ROCHESTER, N.Y. — The PAB Alliance and union representatives rallied at City Hall on Tuesday morning to protest the layoffs of six Police Accountability Board employees, demanding their immediate reinstatement.
The employees were laid off on Friday, one day after two of them spoke before City Council in support of the agency. City Council President Miguel Melendez said the action was taken to comply with a ruling limiting the board’s authority.
News10NBC reporter Adelisa Badzic looked at what another city in the state does and whether it has similar public entities.
Buffalo doesn’t currently have a Police Accountability Board with investigative or sanctioning powers. The city’s original Police Advisory Board was dissolved in 2022 after roughly four years of operation.
The board faced internal conflicts, including five members resigning in one month and disputes over confirming new members. Buffalo replaced the advisory board with a new 11-member Community Police Advisory Committee in May 2023.
The committee is made up of city residents who listen to community members, research policy proposals and develop reforms to present to the Buffalo Police Department. According to a release from 2023, the new committee functions differently than its predecessor.
It reviews best practices from other cities, develops recommendations for the Council’s Police Oversight Committee, holds public meetings and meets with police and community members. Unlike accountability boards in other cities, Buffalo’s committee focuses on research and policy advisement rather than investigating complaints or imposing sanctions on officers.
“It functioned without any problems at the start,” Buffalo Common Councilmember David Rivera said.
Badzic reached out to him to see how it is doing three years later and hasn’t heard back.
In Syracuse, there is a Citizen Review Board. According to the city website, it was created to ensure an open citizen-controlled process for reviewing grievances involving members of the Syracuse Police Department.
It passed local law in 2011.
