ROCHESTER, N.Y. — Rochester Mayor Malik Evans spoke at his first State of the City Address in his second term as mayor on Wednesday. He spoke at the Theatre at Innovation Square, calling the City of Rochester resilient, robust, and ready.
“The state of our city is resilient, robust and ready because the people of Rochester show up, get involved, and take ownership of all that we do,” the mayor said. “We’re ready to own our destiny by building a city for the future, a city where our children can be who they want to be.”
The mayor said there was progress in his first term, mentioning how partnerships that assisted in confronting the challenges of the pandemic have positively carried over into the present.
“After the pandemic, the people of Rochester came together like never before to accomplish a single objective – to create a new normal,” Evans said. “Now, working together is the new normal.”
Evans went on to talk about reductions in violent crime and gun violence since the pandemic. He added that resilience through collaboration gave way to change. He also listed statistics on crime, saying that almost all gun metrics fell to their lowest point since 2018, as of late 2025.
Evans then argued how the Roc Resilience Roundtable, a group 40 human service agencies, built on the theme of resilience.

Evans addressed the ROC Youth Employment Network, which is a partnership with Monroe County and RochesterWorks. He said that the partnership created opportunities to 1,000 students per year.
Another talking point during the address was about economic mobility through housing security and job creation. Evans said Rochester completed or started projects to build or renovate over 3,200 rental units since 2022, an investment of at least $1.5 billion.
Other programs that he said were successful include the Neighbors in Action, a local neighborhood grant program, the launch of the Lifeguard Development Course, $180 million in business investments, and a $390 million investment into a textile regeneration company called Reju.

Finally, Evans talked about how local programs, like Buy the Block, Rochester Roots, and others, will help achieve homeownership for 400 new families by the summer of next year.
