CORTLAND — After more than a year of wrangling and controversy surrounding city administration, Cortland has hired a director of public service.
At the council meeting Monday night, City Council hired Greg Solarz to the post effective April 7. The contract lasts for two years. He will make $95,000 per year, according to Finance Director Patti Gibson.
Council did not release his salary during Monday night’s meeting.
“I’m very happy and excited that we are able to welcome Greg Solarz to our team as the city’s new director of public service,” Mayor Jim Bradley said. “The city has been without a full-time director of public service since January 2025. Greg brings a wealth of experience to Cortland. I’m sure everyone’s going to enjoy getting to know him.”
was vacant after the January 2025 resignation of then-service director Kim Blasco. Former Mayor Deidre Petrosky’s pick to replace her was not accepted by council; when the interim contract expired, there was no permanent candidate in place.
The critical city administrative directorship remained vacant until Petrosky was recalled as mayor in February by voters. Council moved quickly to find a candidate.
Bradley said Solarz worked for the Ohio Department of Transportation, managing highway programs and estimating projects, and is deeply familiar with infrastructure projects.
“This has been a long process, but I feel like we found the right person. We’re very excited to start working with them,” the mayor said.
In other business, council:
• Approved an ordinance to hire GPD Group for engineering and consulting services for Portal Drive and Maplewood Drive for a paving project. Mayor Jim Bradley previously indicated that the work had been completed under the previous administration without being submitted to council for approval. The agreement was approved by a majority vote, with Chris Wadley voting ‘no’ to the emergency status and to the agreement itself.
• Voted to advertise for bids for the Cortland Outdoor Education and Event Space Project.
• Approved Dynegy Energy Services (East) LLC as Cortland’s electric aggregation program supplier.
• Selected Shelly & Sands Inc. as the contractor for the 2026 road paving program. This ordinance was approved as an emergency measure.
• Selected Payargo and Paystar to provide online bill pay and collection services for city water and sewer utility bills. Gibson said the existing MuniLink software is discontinuing its online payment service. Gibson said the systems will also automate checks sent to the city through customers’ banking bill pay systems. There is no cost to the city for using the service; residents will have to pay a fee to use the online bill pay service. Gibson said the transaction fee is supposed to be about 25 cents.
• Heard from Bradley that the city received a grant from the Geauga Trumbull Solid Waste Management District for a scrap tire collection. City of Cortland residents may bring up to 8 scrap passenger vehicle tires for free disposal. The collection will be held from 7 a.m. to 3 p.m. April 6-30 at the City Service Garage, 184 Willow Ave.
