WOLCOTT, N.Y. — A 38-year-old man has been arrested by State Police after they say he choked a child.
Joseph Cottrell Jr. was arrested and is charged with five counts of endangering the welfare of a child, two counts of harassment, and criminal obstruction of breathing or blood circulation.
On March 24 just before 5:30 p.m., State Police say they were dispatched to a home on Main Street in Red Creek for a report of a man who supposedly hit a child.
According to State Police, investigations determined that Cottrell got into a physical altercation with a child. They say it is believed he applied pressure to the child’s neck, obstructing normal breathing and causing visible injuries.
Cottrell was taken into custody at the scene. He was brought to the Wayne County Jail.
