Syrian government and SDF exchange 600 detainees in al-Hasakah

Al-Hasakah governorate in northeastern Syria witnessed a new detainee exchange on Thursday, March 19, between the Syrian Democratic Forces (SDF) and the Syrian government.

The exchange came on the eve of Eid al-Fitr and included the release of 300 SDF fighters held by the Syrian government, in return for the release of a similar number of detainees from SDF prisons.

    The step followed a broad meeting held on Wednesday, attended by senior figures from both sides.

    More than 600 detainees released

    Brigadier General Ziad al-Ayesh, the presidential envoy tasked with following up on the implementation of the January 29 agreement with the SDF, said on Thursday, March 19, that the presidential team is overseeing the “release of more than 600 detainees from SDF prisons, as well as those held under law enforcement procedures.”

    Al-Ayesh said, “We affirm that we share the pain of the detainees’ families and give this file special priority. Work is continuing to secure the release of the remaining detainees and to uncover the fate of the missing in the near future.”

    Ahmed al-Hilali, spokesperson for the presidential team tasked with the integration process with the SDF in al-Hasakah, also confirmed that the Syrian Democratic Forces released a large batch of detainees from their prisons on Thursday, in implementation of the January 29 agreement.

    300 detainees arrive at al-Sabagh roundabout

    For his part, Mahmoud Khalil, deputy commander of Internal Security in al-Hasakah, known as Siyamend Efrîn, announced the arrival of 300 detainees in al-Hasakah city who had been detained during the recent events, at 1 p.m. at al-Sabagh roundabout.

    In a post on X, Khalil said, “As part of the continuous and intensive efforts made by our forces, in coordination with the concerned authorities, to resolve the detainee issue, 300 detainees will be released today.”

    He said the step reflects full commitment to resolving the detainee issue and strengthening social stability in the region.

    He added that the operation was carried out in coordination with the different concerned parties, noting that work is ongoing to fully achieve this goal.

    High-level meeting advanced the process

    These developments came after a broad meeting held on Wednesday in al-Hasakah, attended by SDF commander Mazloum Abdi, presidential envoy for al-Hasakah Ziad al-Ayesh, who is following up on implementation of the January agreement, al-Hasakah governor Nour al-Din Ahmad, Internal Security commander in the governorate Marwan al-Ali, his deputy Mahmoud Khalil, and Ilham Ahmad, co-chair of the Foreign Relations Department in the Autonomous Administration.

    According to a statement issued after the meeting, participants discussed several key files related to implementing the agreement, foremost among them the release of detainees from both sides, while stressing the importance of continuing this track in a way that strengthens mutual trust.

    The meeting also addressed the resumption of displaced people’s return to their areas and ways to facilitate institutional integration.

    General amnesty for Eid

    At the same time as the exchange, the Autonomous Administration announced on Wednesday, March 18, a decision granting a general amnesty on the occasion of Nowruz and Eid al-Fitr, covering crimes committed before the date of the decision, under specific terms and conditions.

    The amnesty includes full cancellation of penalties for violations and misdemeanors, while felonies are covered under varying conditions. It excludes crimes classified as “terrorism” that resulted in a person’s death, as well as convicts who fled justice, unless they surrender themselves within a maximum period of 60 days.

    Broader framework of agreements

    These steps fall within a broader framework of agreements between the Syrian government and the SDF following the January agreement, which aims to address unresolved files in northeastern Syria, particularly prisons and detainees.

    Thursday’s batch was the third in a series of exchanges that began at the start of March. On March 8, the Syrian government released 59 SDF fighters, followed on March 10 by an exchange involving 100 detainees from each side near the southern entrance to al-Hasakah city.

    SDF commander Mazloum Abdi had previously said that the total number of detainees held by the Syrian government stands at around 1,070 people, including civilians, indicating that negotiations are likely to continue for further batches, especially as cities across northeastern Syria witness daily protests demanding full implementation of the agreement’s terms.
