‘Strive’ program aims to tackle Rochester’s high domestic violence rates with comprehensive support

ROCHESTER, N.Y. — The number of domestic violence cases in the City of Rochester is double the statewide average and because of that, there is a coordinated effort underway to try and better centralize the resources available for survivors.   

Using a $2.3 million grant provided by New York State, the Rochester Police Department, Monroe County Sheriff’s Office, Willow Domestic Violence Center, and several other community partners have launched a program called STRIVE.  STRIVE stands for Statewide Targeted Reductions in Intimate Partner Violence. 

    Domestic calls are also the most dangerous for responding officers. “When emotions are high, actions of people are unpredictable and our officers walk into the center of that,” says Commander Mike DeSain of the Rochester Police Department. This danger was evident on December 19, 2025, when three officers were shot responding to a domestic incident. “Last year alone, I believe we had 14 officers injured responding to domestic violence situations,” DeSain adds.

    Starting later this month, whether criminal charges are filed or not, all Rochester Police officers who respond to a domestic violence call, will ask the victim to complete an 11-question risk assessment.   The results of those assessments will be immediately transferred to a STRIVE outreach team. 

    “To ask a survivor to be displaced from their home, take their children with them immediately is a stressful emotional situation and we need help with that as police,” DeSain says.  That help will come in the form of a STRIVE outreach team who can provide necessary wrap-around services directly to the victim. “Shelter, animal care, childcare if needed to remove them from that dangerous situation with the offender and give them a safe place, safe shelter,” DeSain explains. 

    The Willow Domestic Violence Center broke ground in October on a new facility inside the former Irondequoit Mall that will provide legal help, counseling and social services all under one roof, the STRIVE team’s goal is to get more survivors through the door.
