2 human trafficking cases move through court

WARREN — Two cases stemming from a human trafficking investigation by the state moved closer to resolutions in Trumbull County Common Pleas Court this week.

Suk Hui Starr, 65, of Forth Worth, Texas, pleaded guilty Tuesday to three counts of attempted money laundering and one count possession of criminal tools before Judge Sean J. O’Brien. Starr will be sentenced after undergoing a background investigation.

O’Brien revoked Starr’s $50,000 bond and she was remanded to Trumbull County jail. The plea deal also called for Starr to forfeit $200,000 in cash, including $103,000 from four Chase bank accounts.

According to special prosecutor Daniel Kasaris from the Ohio Attorney General’s Office, Starr was the co-owner of the building that housed Sunny Spa on West Market Street in Warren. The prosecutor said although she was not involved in the human trafficking offenses in the case, she still accepted $1,000 a month in rent from the spa for about a decade and she knew about the prostitution that was going on inside the building.

Starr was originally charged with 12 counts in the multiple count indictment that named nine defendants. Starr faces a maximum 66 months in prison.

Also Tuesday, Furong Li, 56, received a 60-day jail sentence, and was credited for time served and given six-month probation with fines waived by Judge Ronald Rice. Li, of Flushing, N.Y., who is now in custody of ICE at Mahoning County jail, pleaded guilty in January to a third-degree misdemeanor of soliciting in sex trafficking charge.

As part of the plea deal, Li will cooperate with Kasaris’ investigation. She was arrested after the investigators searched 3C Foot Spa in Hubbard in August 2024 and February 2025. Li is listed as the owner of the spa.
