Residents now speak of a climate of constant fear, following them into their homes and workplaces.

    Killings in the Heart of the City

    In recent days, Homs has witnessed a string of deadly incidents.

    Local sources told Enab Baladi that the bodies of two women were found inside their home in the al-Zahraa neighborhood of Homs.

    The official Syrian Arab News Agency, SANA, reported that unidentified gunmen shot and killed two individuals inside a commercial store in Karam al-Louz on Friday, February 27.

    A day earlier, on Thursday evening, February 26, a young man selling coffee near the “New Clock Roundabout” in central Homs was shot dead while at work.

    The Syrian Network for Human Rights documented the killing of Iman Jroush, who was shot by unidentified gunmen in the Akrama al-Jadida neighborhood on February 23, as such crimes continue to be recorded against “unknown assailants.”

    A Killer Crossing Checkpoints

    Journalist and activist Haneen Ahmad told Enab Baladi that her local documentation team recorded 14 civilian deaths in January and 16 more in February, bringing the total to 30 victims in just two months.

    Ahmad described what she called “an unprecedented boldness in killing” over the past four months. According to her, perpetrators follow a similar pattern: “Armed men on motorcycles breach neighborhoods surrounded by security checkpoints, carry out direct shootings, and withdraw without a trace.”

    She said that in the initial phase, up to 90 percent of those targeted were from the Alawite sect, before the attacks expanded to include Alawite civilians “in general,” including individuals with no connection to past conflicts or illegal activities.

    Ahmad’s testimony aligns with a recent report by Syrians for Truth and Justice, which described the incidents as a pattern of “mobile killings.”

    The report noted that the use of motorcycles allows attackers to move quickly and escape, warning that such crimes turn daily life in homes and workplaces into a “potential arena for sudden death.”

    Absence of Justice

    Ahmad went beyond security analysis, suggesting that there is “political investment in this situation to stall reconstruction and transitional justice files.” She added, “Public anger is being mobilized along sectarian lines to divert accountability away from the current authorities.”

    This view echoes the legal analysis of Syrians for Truth and Justice, which argued that “a state’s failure to confront a pattern of violence targeting a specific community may amount to an independent violation of the principle of non discrimination.”

    The organization documented particularly grave cases, including the targeting of staff at al-Kindi Hospital in Homs in January, which resulted in the killing of four medical personnel.

    Residents in Homs told Enab Baladi that the ongoing incidents have created widespread fear, prompting thousands in some neighborhoods to impose a self enforced curfew starting at 5:00 p.m.

    Security Response

    On February 26, the head of Internal Security in Homs governorate, Brigadier General Murhaf al-Naasan, held an expanded meeting with security directors and department heads to discuss ways to improve security efficiency and update field plans.

    Al-Naasan stressed the need to enhance coordination, speed up responses to reports, and ensure stability. The meeting coincided with continued killings and assassinations in the city center.

    The state run al-Ikhbariya channel reported that Internal Security in Homs arrested suspects involved in the killing of citizen Wasim al-Ashqar on February 13, according to a source at the Ministry of Interior.

    The source said on February 27 that the detainees confessed to the crime, stating that the motive was to steal the victim’s car.

    This case remains one of the few in which authorities have announced arrests in connection with murder cases in Homs, amid growing public demands for improved security.

    Rights Recommendations

    In its report, Syrians for Truth and Justice called on the authorities to assume responsibility by taking several key measures:

    Independent investigations: Launch immediate and independent criminal investigations into all killings, taking concrete steps to identify perpetrators and refer them to justice. Enhanced protection: Implement preventive measures to protect civilians in areas witnessing escalating attacks, including Alawite majority neighborhoods. Cooperation with international mechanisms: Strengthen cooperation with the United Nations and relevant international mechanisms to ensure accountability and verify that victims are not subjected to discrimination or impunity. Support for civil society: Bolster the efforts of Syrian civil society organizations in systematically documenting these crimes, analyzing geographic and temporal patterns, and providing psychological and legal support to victims’ families.
