ROCHESTER, N.Y. — The city of Rochester released the final draft of its ADA Right of Way Transition Plan, aiming to improve accessibility by removing barriers that hinder people with disabilities. The plan comes after a winter with more than 100 inches of snowfall, which has posed significant challenges.
News10NBC’s Chris Fortune reported from the Center for Disability Rights on State Street, where he spoke with residents who face difficulties navigating the city. Josh, who uses a cane, expressed concern about potholes and their impact on people with disabilities.
“I just can’t stand to see anybody in a wheelchair or any mobile device getting stuck in a pothole,” said Josh.
The city’s review covered 25 percent of its sidewalks, totaling 220 miles, and identified more than 65,000 barriers. Bruce Darling, CEO of the Center for Disability Rights, highlighted the organization’s involvement in addressing these issues.
“To put this into perspective, for non-disabled people, if every 18 feet you had to step over a 1.5-foot thing blocking your path, you would be annoyed,” said Darling.
Susan Stahl, who uses a wheelchair, shared her experiences with blocked sidewalks due to snow. “Right now that’s a huge issue. Just because it’s winter time, it’s winter time right now, and that makes it incredibly difficult,” said Stahl.
Stahl expressed hope for the city’s plan but emphasized the need for tangible results. “The ADA is over 30 years old. Not a whole lot has changed, but I’ll be hopeful that maybe something will change,” she said.
Residents have the opportunity to provide feedback on the final draft of the ADA Transition Plan, which can be found on the City of Rochester website here. Comments will be accepted until March 5.
The plan is set to be finalized at the end of March.
