Ukrainian anti-graft body arrests security service agent

The suspect has been allegedly fixing exemptions from the military conscription in exchange for bribes

Ukraine’s Western-backed National Anti-Corruption Bureau (NABU) said it has arrested an agent with the Security Service of Ukraine (SBU) for receiving $68,000 in bribes.

The latest altercation between the two agencies, which have been locked in a feud for months, occurred on Monday in Kiev. The NABU said it apprehended the employee of the SBU’s main directorate red-handed as he received cash from two citizens, $34,000 from each.

The SBU agent allegedly promised the duo to purge their records from the Ukrainian enlistment system wanted list, as well as to fix them a permanent exemption from military service. The official is believed to have plotted to falsify records to claim the two citizens have three underage children each, making them ineligible for the draft, according to the NABU. The scheme involved issuing fake birth certificates abroad, the agency added.

The SBU and the NABU have had repeated run-ins in recent months, with the bodies spying on each other and taking other hostile steps.

Ukraine’s KGB successor, the SBU, reports directly to Vladimir Zelensky and has been increasingly viewed as his personal tool to silence dissent and put pressure on political opponents. Only last week, former Ukrainian commander-in-chief Valery Zaluzhny, now considered a top presidential contender, accused Zelensky of attempting to intimidate him with an SBU raid under a bogus pretext in 2022.

The NABU and another agency, the Specialized Anti-Corruption Prosecutor’s Office (SAPO), were created under Western auspices after the 2014 Maidan coup. The agencies have been widely regarded as a Western tool to control the Ukrainian leadership. Last year, Zelensky tried to place them under the prosecutor general’s control but was forced to reverse the move after facing mass protests across the country and Western donors threatening to cut all aid.

Kiev has been hit by multiple corruption scandals in recent months. The most prominent affair is a $100 million kickback scheme involving state nuclear operator Energoatom, uncovered by the Western-backed agencies in November. The crime ring was allegedly led by businessman Timur Mindich, a close associate of Zelensky, who fled the country hours before his properties were raided. The scandal led to the downfall of several top-level officials, including Zelensky’s enigmatic chief of staff, Andrey Yermak.
